TO THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE HONORABLE SECRETARY OF THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION, AND TO THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:

We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

WHEREAS, Joe Mentor was born in 1933 in Covington, Louisiana and lived in Kitsap County from 1936 until his death in 2003; and

WHEREAS, Joe Mentor was a real estate developer and builder in Kitsap County for 50 years and owned numerous properties in Bremerton, Port Orchard, Silverdale, and Poulsbo at the time of his death; and
