TO THE WASHINGTON STATE TRANSPORTATION COMMISSION, AND TO THE HONORABLE ROGER MILLAR, SECRETARY OF THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION, AND TO THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:

We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

WHEREAS, Charles Frank Noble, Jr. was a resident of Yakima County since 1969, who served in the United States Navy during the Korean War, and was a husband, son, and a colleague; and

WHEREAS, Charles Frank Noble, Jr. graduated high school in Vancouver and had attended Clark College; and
