AN ACT Relating to regional transit authority accountability; adding a new section to chapter 44.28 RCW; adding a new section to chapter 81.112 RCW; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. A new section is added to chapter 44.28 RCW to read as follows:

(1) The joint legislative audit review committee shall conduct a performance audit of the regional transit authority as defined in RCW 81.112.020 . The legislative auditor shall contract with an independent expert in forensic accounting and regional government administration to assist with the audit.

(2) The performance audit must evaluate whether the regional transit authority is achieving its statutory purposes and operating in an efficient, effective, and accountable manner. At a minimum, the audit must examine the following areas:
