BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. (1) The legislature finds that:

(a) Washington has established ambitious policies to decarbonize all sectors of the state's economy by 2050, including:
