AN ACT Relating to budget stabilization account transfers; adding a new section to chapter 43.79 RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. (1) The legislature finds that due to the increasing cost and utilization of services, additional fiscal resources are required to maintain critical services supporting the health, general welfare, and public safety of Washingtonians.

(2) Therefore, the intent of this act is to transfer funds from the budget stabilization account to the state general fund to support state services in fiscal year 2026. In addition, the intent of this act is for those funds transferred in fiscal year 2026 to be repaid from the state general fund to the budget stabilization account by the end of fiscal year 2029.
