AN ACT Relating to environmental crimes; reenacting and amending RCW 70A.15.1030 and 9.94A.515 ; adding new sections to chapter 90.48 RCW; adding new sections to chapter 70A.15 RCW; adding new sections to chapter 70A.300 RCW; repealing RCW 90.48.140 , 70A.15.3150 , 70A.300.100 , and 70A.300.110 ; and prescribing penalties.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. A new section is added to chapter 90.48 RCW to read as follows:

(1) A person is guilty of a violation of the water pollution control act in the first degree if the person knowingly violates any provisions of this chapter or chapter 90.56 RCW, or any permit issued under this chapter or of Title 33 of the United States Code, and the person knows at the time that the conduct constituting the violation places another person in imminent danger of death or substantial bodily harm.
