TO THE HONORABLE DONALD J. TRUMP, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE UNITED STATES SECRETARY OF STATE, AND TO THE UNITED STATES DEPARTMENT OF STATE, AND TO THE UNITED STATES DEPARTMENT OF JUSTICE:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The people of Iran have repeatedly demonstrated their desire for freedom, dignity, and justice through decades of peaceful protest; and
WHEREAS, International human rights organizations have documented arbitrary detention, suppression of peaceful assembly, restrictions on women and girls, targeting of journalists and community leaders, weaponization of medical care, and the use of internet shutdowns to silence dissent; and
