AN ACT Relating to safeguarding access and affordability for exchange customers through the health plan certification process; amending RCW 43.71.065 ; adding a new section to chapter 43.71 RCW; adding a new section to chapter 42.56 RCW; creating a new section; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. (1) The legislature finds that:

(a) Access to health care is fundamental to the health and safety of Washington state residents;
