AN ACT Relating to transportation funding and appropriations; amending RCW 36.78.130 , 46.68.396 , and 46.68.520 ; amending 2025 c 416 ss 105, 109, 110, 117, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, 211, 213, 214, 215, 216, 217, 218, 219, 220, 221, 222, 223, 224, 302, 304, 305, 306, 307, 308, 309, 310, 311, 401, 402, 403, 404, 405, 406, 407, 601, 606, 609, and 701 (uncodified); creating a new section; making appropriations and authorizing expenditures for capital improvements; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

2025-2027 FISCAL BIENNIUM

NEW SECTION. Sec. 1. The legislature finds that this budget proposal reflects the ongoing challenges budget writers encounter in addressing the State of Washington's transportation system needs. Factors like ballooning project costs, bridge failures, and roads in disrepair put considerable pressure on transportation revenues that, despite recent tax increases, continue to trend downward. Resources attributed to the Climate Commitment Act are also expected to wane over time.
