AN ACT Relating to enhancing requirements relating to the purchase, transfer, and possession of firearms by requiring a permit to purchase firearms, specifying requirements and standards for firearms safety training programs and issuance of concealed pistol licenses, specifying circumstances where a firearm transfer may be delayed, requiring recordkeeping for all firearm transfers, and establishing reporting requirements regarding permits to purchase firearms and concealed pistol licenses; amending RCW 9.41.090 , 9.41.1132 , 43.43.590 , 9.41.047 , 9.41.070 , 9.41.075 , 9.41.097 , 9.41.0975 , 9.41.110 , 9.41.129 , 9.41.270 , 7.105.350 , and 43.43.580 ; adding new sections to chapter 9.41 RCW; adding a new section to chapter 43.43 RCW; and providing an effective date.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

Sec. 1. RCW 9.41.090 and 2023 c 161 s 1 are each amended to read as follows:

(1) In addition to the other requirements of this chapter, no dealer may deliver a firearm to the purchaser or transferee thereof until:
