Celebrating the life of Wallace B. Millner III.
Agreed to by the House of Delegates, June 22, 2026
WHEREAS, Wallace B. Millner III, a distinguished banker, passionate sculptor and artist, and highly admired resident of Richmond, died on March 31, 2026; and
WHEREAS, Wallace B. Millner III, best known to friends and family members as “B,” was born in North Carolina and spent much of his youth living in Turkey, where his parents worked in the tobacco industry; and
WHEREAS, after graduating from Davidson College in North Carolina, B Millner returned to Turkey as a lieutenant in the United States Army, stationed near Ankara, and received the Army Commendation Medal during his time in uniform; and
WHEREAS, B Millner subsequently earned a master of business administration degree from the University of North Carolina and pursued a long and impactful career in finance and investing; in 1997, he became vice chair of Signet Bank and played a pivotal role in the spin-off of the bank's credit card business, which ultimately became Capital One Financial Corporation; and
WHEREAS, B Millner next served as a founding director of MCG Capital Corporation in Arlington; he was deeply respected for his leadership and expertise in finance and provided wise insights to the Richmond Society of Financial Analysts, the Financial Analysts Federation, the Association for Investment Management and Research, and the Bankers Roundtable; and
WHEREAS, after his well-earned retirement from banking, B Millner embarked upon a second career as a sculptor and artist, creating detailed bronze sculptures of birds, beetles, and other wildlife, as well as photorealistic paintings of cityscapes and landscapes; and
