Be it enacted by the General Assembly of Virginia:
1. That §§ 4.1-103 and 4.1-215 of the Code of Virginia are amended and reenacted as follows:
§ 4.1-103 . General powers of Board.
The Board shall have the power to:
1. Sue and be sued, implead and be impleaded, and complain and defend in all courts;
