To amend title 49, United States Code, to direct the Secretary of Transpor-

tation to issue regulations under which Amtrak is responsible for refund-

ing rail passengers the cost of certain rail transportation that was can-

celed or delayed due to a failure of Amtrak, and for other purposes.
