Grants retroactive tier II membership in the New York state and local police and fire retirement system to Jason Dutcher

Provides that Jason Dutcher, an employee of the New York state police and currently a Tier VI member of the New York state and local police and fire retirement system, shall be granted a date of membership with such retirement system of December 10, 2008 if he shall file a written request with the state comptroller within one year.
