SENATE CONCURRENT RESOLUTION NO. 27

Whereas, allowing retail customers of electric generation to have access to competitive suppliers of

retail electricity is being considered by many states, and has already been implemented in several other

states; and

Whereas, the ability of Missouri citizens and businesses to compete in the global market may be

harmed unless they have access to reliable electrical power at rates and on terms which are competitive with

rates and terms in others states; and

Whereas, legislation designed to implement retail competition will require a careful examination of
