Establishes the Hawaii Start-Up Business Loan Program within the Business Development and Support Division of the Department of Business, Economic Development, and Tourism. Establishes the Hawaii Start-Up Business Loan Program Special Fund. Requires DBEDT to submit annual reports to the Legislature. Establishes one full-time equivalent business loan officer position.
