Directs the public service commission to conduct a study and report on the feasibility of transferring utility services to an entity owned and operated by the state of New York

Authorizes and directs the public service commission to conduct a comprehensive study and prepare a report on the feasibility of transferring services provided by gas and electric corporations in this state to an entity owned and operated by the state of New York.
