Enacts the New York state prepaid college access and affordability act

Enacts the "New York state prepaid college access and affordability act" to establish the empire prepaid college program to provide families with affordable, guaranteed tuition plans for New York state public postsecondary institutions; establishes the empire prepaid college fund.
